mail-watchers - send commit-mail to watchers.
mail-watchers [-v] [-q] [-d] path-to-repo rev repo_id
Mail-watchers is called from 'REPO/hooks/post-commit' as
mail-watchers REPO REVISION REPO_ID
It computes the watchers and uses SVN::Notify to notify each watcher ; mail-watchers picks the relevant parts from the ``svn-diff''.
Normally mail-watchers is not used by admins.
